- What is a ZATCA integration wave?
- Phase 2 of e-invoicing (the integration phase) is being rolled out in groups of taxpayers, which ZATCA calls waves. Each wave is defined by a revenue threshold and a set of years: every taxpayer whose revenue subject to VAT exceeded the threshold in any of those years is in that wave, and must integrate with the Fatoora platform by the wave’s deadline.
- My revenue is above several thresholds. Which wave am I in?
- The earliest one. Thresholds fall wave by wave, so a business that exceeds a higher, earlier threshold met that wave’s criterion first and belongs to it — even if it also exceeds every later threshold. If that earlier deadline has already passed, the tool says so rather than assigning you to a later wave.
- My revenue is exactly the threshold. Am I included?
- ZATCA’s wording is “exceeded”, so a figure exactly at the threshold does not meet the criterion on its own. The tool applies the same rule. If you are that close, check with ZATCA, because how a figure is calculated matters more than the last riyal.
- Which revenue figure do I use?
- Revenue subject to VAT — the figure declared in your VAT returns for the year — not total turnover and not profit. Use the highest single year across the years the wave names. If you are unsure, your VAT returns for those years are the reference.
- Where do the figures I enter go?
- Nowhere. The lookup runs entirely in your browser: the figure is compared against a table that is already on the page, and no request is made to any server with it. Our analytics records that the tool was used and which wave was shown, never the amount.
This is guidance, not a notification. ZATCA notifies each targeted taxpayer directly — it states that it informs each wave at least six months before its integration date — and its notice is the one that counts. The tool reads the criteria ZATCA has published for each wave; if your figures sit close to a threshold, or your VAT registration changed during these years, confirm with ZATCA.
